Information about the Association, its Board, Meetings, Committees, Guidelines, and Fees



The Baldwin Square Homeowners Association, Inc., per its governing documents, is managed by a board of three elected Directors, none of whom need to be a member of the Association or resident of the Property. Directors are elected to serve a 2 year term during the Annual Homeowners Meeting in November of each year. Officers are determined by the Board in its constituting December meeting.

You are welcome and invited to bring ideas, issues, or concerns to the Board at any time. To contact the Board directly, simply email us or direct your request to the BSHA Community Manager, Mindy Dent. You are also welcome to attend any regular Board meeting. We recommend confirming your attendance in advance in the event a meeting is postponed because of schedule conflicts.

Meetings of the Board of Directors
The regular meeting of the BSHA Board of Directors is held on the second Wednesday of the month, 4:00pm - 5:30pm, at the offices of the Midtown Management District. Meetings are open to the public (confidential agenda items - such as individual homeowner's financial matters - will be discussed in executive session). Please confirm meeting times and arrangements with PMG.

Committees

The Baldwin Square Homeowners Association, Inc. has a number of committees that enable the member residents to be involved with their community.

Committees: Members and Duties

Townhome and Townhome Site Modifications, Construction, Installations and Alterations:
Any and all changes to the exterior of your Townhome or the Townhome Site require the approval of the Modifications Committee. A homeowner is required to submit an application describing the modification and no work should commence until the application is approved. This application can be emailed, faxed or mailed to PMG.

The Modifications Committee has created, and the Board has adopted, BSHA Design Guidelines which will assist a homeowner with proposed changes. The Amended and Restated Declarations of Covenants and Restrictions for Baldwin Square (Deed Restrictions) supersede the Design Guidelines and have exclusive jurisdiction over any modifications, additions or alterations made to Townhomes or Townhome Sites. Parking Regulations:
Parking regulations were adopted by the Board of Directors of the Baldwin Square Homeowners Association in April, 2006. BSHA Homeowners were apprised of the regulations in a letter dated May 1, 2006. Vehicles left unattended, parking or encroaching on any common area, including, but not limited to, the common driveways, landscaped areas and lawns, are in violation of the regulations and are subject to towing.

- No Increase in Base Assessment Fee for 2011 compared to 2010 and 2009 (all historical increases see table below)
- No Change in Assessment Classification for Communities (same since 2000)

Water and Sewer charges have gone up damatically over the last 10 years. On April 21, 2010, Houston City Council (click here for pdf) raised water and sewer rates by nearly 30 percent on an average single-family household over three years, among the largest increases in Houston's history and one that places the city's rates at a higher level than many major U.S. municipalities.

As in 2009, Common Water Meter Charges for 2011 have been calculated using Actual Residential Charges from Q4/09 to Q3/10 for each community, divided by units per individual community (Total: 111 units), + 10% anticipated rate increase.

General Information

The maintenance fees for the Baldwin Square Homeowners Association, Inc. vary with the community. Gated communities (Class 1 Assessments) pay more than non-gated communities without landscaping and/or irrigation easements (Class 2 Assessments and Class 3 Assessments). The Base Assessment Fee (BAF) is used to set rates. Class 1 properties pay 100% BAF, Class 2 properties 50% BAF, and Class 3 properties 75% BAF; these rates include irrigation of common grounds and Right of Way. Additional Neighborhood Assessment Fees are assessed for common water meters and resulting usage for each community listed (111 units). Individual Water meters are billed to and paid for by respective property owners by CoH without BSHA involvement (54 units).
